PLANNING FOR NEEDS OF HUMAN RESOURCES OF HEALTH BY USING METHOD OF WORKLOAD INDICATOR OF STAFFING (WISN) AT PUBLIC HEALTHY CENTER MERDEKA, CITY OF PALEMBANG

Abstract


Background : Year 2008, Public Health Center of Merdeka owned the highest visits compare with 37 others public health center, that was 70.532 medical patient, meanwhile its official staffs were 35 persons and daily staff was 6,7 so that it needed 47 medical staffs. It means that there had been lack of human resources 12 persons in number. The number of inappropriate health human resources (over or less) is a problem which causes health service for public becoming less optimum.

Method : This research is a descriptively case study by using Workload Indicators of Staffing Need (WISN). Its sample are health human resources at Public Health Center of Merdeka Palembang year 2009 on 5 units of works. Technique which is used in taking sample in this research is non probability sampling with purposive sampling method. Analysis in this research has a goal to view need of health human resources.

Result : From this research it shows that working time which is provided by general checkup (1350 hours/year), midwife at MTBS (1518 hours/year), nurse at dental checkup (1572 hours/year), obstetrician at KIA/KB (687 hours/year), and analysis at laboratory (1560 hours/year). The average of nurse’s working time at general checkup is (5,041’), midwife at MTBS (10,762’), dental nurse at dental checkup (22,405’), obstetrician at KIA/KB (215,872’), and analysis at laboratory (29,803’). Nurse’s workload at general checkup is (16.068 minute/year), midwife at MTBS (8.463 minutes/year), nurse at dental checkup (4.210 minutes/year), obstetrician at KIA/KB (2.568 minutes/year), and analysis at laboratory is (3.141 minutes/year). Nurse’s concession standard at general checkup is (0.07 HR), midwife at MTBS (0,747 HR), nurse at dental checkup (0.18 HR), obstetrician at KIA/KB (0.035 HR) and analysis at laboratory (0,085 HR). The ideal number of nurse at general checkup is 3 persons, midwife at MTBS are 2 persons, nurse at dental checkup is 3 persons, obstetrician at KIA/KB is 1 person, and analysis at laboratory is two persons.

Conclusion : That there has been occurred lack of dental nurse and analysis one person each other. Suggestion from this research is, it will be better in next planning of Public Health Center of Merdeka own a good labor information system so then it can be a reason for proposing demand of health human resources.
